  7. Here's the deal: After July 31st, players can no longer be "freely" traded. They must pass a thing called waivers. Let's say the Mets were going to trade Orlando Hernandez (I just thought of a random player). The Mets want to trade him for Khalil Greene of the Padres. They can set up the trade, but then must place Hernandez (and the Padres, Greene) on the waiver list. Once on the waiver list, any other team can claim that player, if they wish. So let's say the Cubs claim David Wright. The Mets and Cubs would then have 48 hours to work out a trade. If that 48 hours passes, then David Wright would remain with the Mets. If David Wright did get traded to the Cubs, Wright would not be able to play in the playoffs, should the Cubs (miraculously) make the playoffs, That's the best understanding I can give you.
